The difference is services: independent living typically bundles dining, housekeeping, transportation and an activities calendar into the rent, while a 55-plus apartment complex is usually just age-restricted housing with standard apartment amenities.

What independent living adds

  • Prepared meals, typically in a shared dining room.
  • Housekeeping and often linen service.

  • An organized activities and social calendar built specifically for older residents.

What a 55-plus apartment offers instead

Generally just the age restriction itself, standard apartment maintenance, and sometimes a clubhouse or fitness room. For a fully independent older adult who cooks, drives, and wants neighbors roughly their own age without paying for services they do not need, a 55-plus apartment can be the more cost-effective choice.

What is PASSPORT and what does it actually cover?

PASSPORT is Ohio's largest Medicaid home- and community-based waiver for seniors, paying for personal care, homemaker help, adult day care, respite, home modifications and structured family caregiving for those who need a nursing-facility level of care but want to stay home. It does not cover assisted living room and board.

Does Medicaid pay for assisted living room and board in Ohio?

No. Even under Ohio's Assisted Living Waiver, Medicaid pays for the care-services portion of an assisted living stay, not room and board. Families cover room and board out of income, Social Security or other private funds.

What is MyCare Ohio?

MyCare Ohio (sometimes referenced as 'Next Generation MyCare') is Ohio's managed care program for people who qualify for both Medicare and Medicaid, coordinating medical care, behavioral health and long-term services and supports through one managed care plan.
